**Description**
The issue concerns the improper enforcement of the moodle/grade:manage capability requirement in the grade/edit/outcome/edit form.php file. This allows remote authenticated users, leveraging the teacher role and utilizing the re-editing feature, to convert custom outcomes into standard site-wide outcomes.
