**Description**
The issue makes it easier for remote attackers to obtain access by leveraging the possible existence of user accounts that have unchangeable blank passwords, due to improper handling of certain zero values in the password policy.
**Recommendations**
For Moodle versions 1.9.x through 1.9.14, update to version 1.9.15 or later.
For Moodle versions 2.0.x through 2.0.5, update to version 2.0.6 or later.
For Moodle versions 2.1.x through 2.1.2, update to version 2.1.3 or later.
