**Description**
The issue allows remote authenticated users to bypass intended access restrictions. This is due to the `course/reset.php` file checking an update capability instead of a reset capability, enabling users to perform a reset operation.

For Moodle versions 2.1.x through 2.1.7, update to version 2.1.8 or later.
For Moodle versions 2.2.x through 2.2.4, update to version 2.2.5 or later.
For Moodle versions 2.3.x through 2.3.1, update to version 2.3.2 or later.
