Description
The organization repository-creation API fails to enforce the
write:repository token scope, requiring only the write:organization scope. This allows a personal access token or OAuth application token that lacks the write:repository scope to create repositories owned by an organization, provided the authorizing user has the necessary permissions. This behavior bypasses the delegated scope boundary of the token.Recommendations
