Kubeflow Pipelines versions prior to 2.16.1
Description
The multi-user API server incorrectly treats the empty namespace used by shared or global pipelines as an authorization exception for modification and deletion operations. This allows an authenticated user to modify or delete shared pipeline definitions and versions without possessing the necessary Kubernetes RBAC (Role-Based Access Control) permissions, which are settings that regulate access to computer or network resources based on the roles of individual users within an organization. This flaw compromises the integrity and availability of the shared pipelines.
