Description An issue exists in the Fair Queuing (fq) scheduler where the change path accepts TCA FQ QUANTUM and TCA FQ INITIAL QUANTUM values up to INT MAX. This allows a user with CAP NET ADMIN privileges to override the initial clamping limits, potentially restoring a small-quantum deficit spin. The flaw is present when CONFIG NET SCH FQ is enabled.
