Description An authorization flaw exists in the /federation-links/.../restart endpoint. The is authorized/2 function incorrectly utilizes is authorized monitor, which accepts the monitoring tag, while the allowed methods permits the DELETE method and delete resource/2 triggers rabbit federation link sup:restart. Because there is no per-method elevation check, a user with read-only monitoring credentials can restart any federation link, resulting in a state-changing operation that disrupts message flow. This requires the rabbitmq federation and rabbitmq federation management plugins to be enabled.
